The National Institute of Open School (NIOS) was established by the Ministry of Human Resource Development of the Government of India in 1989. NIOS is a national board similar to CBSE and the CISCE. Currently, 1.5 million students are studying under this system making it the largest schooling system in the world.
The Jomtien World Conference on Education for All and the E-9 Summit resolution of 1993 called for a serious effort to ensure universal education for all and secondary education for all. At the same time, a great effort has been made to provide education to disabled and disadvantaged people. In the last two decades, Open Schooling education has been established as a means to provide education to millions of poor people who do not have the capability to go to school and continue their education.
The spread of education has further been made easy for developments in information and communications technology and convergence of methods, media, and technologies to wider access.
